His staff said that he was disappointed that the Council consiers itself beyond the scope of lobbying . EU ambassadors have said they consider any inter-institutional work premature at present. In a letter to Hans-Gert P枚ttering, president of the European Parliament, in July, the Council welcomed Parliament and Commission efforts to ad stanley kaffeebecher dress the issues of transparency and accountability in their dealings with lobbyists , but said the issue of lobbying was of less relevance to the Council .
